Windows 8 Desktop known issues?

I'm having a bit of difficulty with Bluetooth on Windows 8 (desktop, not metro), and I was wondering if there is a known issues list so I know what to be expecting.

I haven't been able to get reliable enough reproduction of the issues to file "good" bug reports, and the errors smear together so it is hard to tease apart the actual root issue. When it is in the "bad" state, discovery/searching takes over a minute (although it is set to 20 seconds) and returns no devices. This bad state persists over host reboot. During this time, adjusting bluetooth settings (such as host visibility) fails slowly and without helpful information.

This has happened with two separate dongles.

It could very well be that Windows 8 itself is screwing up, but running my application negatively impacts the situation.

Thoughts? What can I do to debug this better?

Apparently I was running in to an issue with how Windows 8 reboots. "Restart" will leave the dongle in a non-working condition 80% of the time, persistent until the next startup. Shutdown + boot allows the dongle to work.
