Bluetooth pairing between PC (client) and Android (sender) using NFC (Arduino as middleware)

I am working for a project where we want to achieve such that we manage to transfer a file (image) from Android Phone to PC (C# desktop application) using NFC + Bluetooth (similar concept with File Expert in Android App)

The Arduino served as the "NFC reader for PC". However I have no idea how to implement it?

You would run a BluetoothListener server on the PC which would accept a connection from the Bluetooth client on Android. The file could be transferred over that connection -- whether in the raw or perhaps using the OBEX protocol. Presumably at start-up your program on the PC would send its Bluetooth device address to the Arduino device, and at tap the Android device would learn the PC Bluetooth address and open the Bluetooth connection to the server by using that address.
